Contingency Planning: Rename RCF to Reclear if not EASA

When planning reserve fuel in Dispatch, users will now notice that the “Contingency Policy” drop-down menu shows "Reclear" as an option, instead of “RCF”. This change reflects a more accurate label for non-EASA users.
